raserase when metadata deletion fails

Description
raserase rasgeo utility should not proceed to the deletion of a collection/oid if there is an exception in the deletion of the associated coverage's metadata.
Coverage metadata in petascopedb has a rollback mechanism when some problem is encountered during the deletion of a coverage, so if raserase deletes the marray anyway, an inconsistent dangling coverage is left in the metadata database.
