Petascope - loads version from what was built not from rasdaman

Description
Currently, petascope tries to load the version from rasdaman and shows it in petascope.log. If rasdaman is not running, it returns version 9.7.
This is incorrect and petascope should load the version when it was configured with cmake (e.g: version 9.8) and shows it in petascope.log even when rasdaman is not running.
