Include WCS conformance test into systemtest

The systemtest would

  • download the CITE engine
  • install it in Tomcat
  • run the conformance test
  • produce a warning if it fails to download/install, or error if it's run but doesn't pass

Jinsongdi, let's not forget this, please copy ​http://localhost/ogc/ctl/wcs2.zip to kahlua and update the link in the script.

Due to the TEAMEngine update, we can only check out the latest engine and build it locally.
Currently, beta wcs2 test is available at ​http://cite.opengeospatial.org/te2/
