Rasql_Check jpeg2000 values consistently

Description
Current, there are test cases which encode in jpeg2000/jp2 in WCS and WCPS were put to known_fails due to they are different between oracle files and output files.
It should be check what leads to this problem in rasql, then these test cases can be unchecked from known_fails. It seems this problem happens randomly and could depend on the operating system/library 
.
e.g: difference between oracle and output.
